Coastal Plains Integrated Health Data Breach Investigation

Strauss Borrelli PLLC, a leading data breach law firm, is investigating Coastal Plains Community MHMR Center, which does business as Coastal Plains Integrated Health (“Coastal Plains”) regarding its recent data breach. The Coastal Plains data breach involved sensitive personal identifiable information and protected health information belonging to over 45,000 individuals.

Coastal Plains is a mental health service provider based in Texas. Founded in 1996, Coastal Plains provides community services to persons with intellectual and developmental disabilities.3 Focused on community-based services with an emphasis on job skills training to prepare people for competitive community employment, Costal Plains’ services are based on individual needs and designed for people to live and work successfully in their communities.3 Today, Coastal Plains operates with a budget of $14,760,809 and serves approximately 3,400 Adults with severe and persistent mental illnesses, 1,000 Youths with serious emotional, behavioral or mental health disorders, and 450 intellectually developmentally delayed persons a year.4 Headquartered in Portland, Texas, Coastal Plains has eight additional locations across Texas.

WHAT HAPPENED?

Recently, Coastal Plains reported to the Attorney General of Maine that it had experienced a data breach in which the sensitive personal identifiable information and protected health information in its systems may have been accessed and acquired. According to the breach notice, on or about November 13, 2023, Coastal Plains discovered that it was the victim of a ransomware attack. As a result, Coastal Plains launched an investigation to determine the nature of the incident.

Through its investigation, Coastal Plains learned that sensitive personal information may have been viewed or taken from its systems between November 12 and November 13, 2023. As a result, Coastal Plains began a review of the data to determine what information had been impacted as well as identify the specific individuals affected. While the information impacted varies depending on the individual, the type of information potentially exposed includes:

  • Name
  • Social Security number
  • Date of birth
  • Driver’s license or government issued ID number
  • Passport number
  • Birth certificate
  • Financial account information
  • Taxpayer identification number
  • Medical information (e.g., medical record number, patient account number, medical provider name, clinical or treatment information)
  • Health insurance information

 

On July 30, 2024, Coastal Plains began mailing data breach notification letters to impacted individuals. Based on the breach notice sent to Maine residents, Coastal Plains is providing affected individuals with a list of the specific type of sensitive information impacted and 12 months of complimentary credit monitoring services.
