The Institute for Human Resources and Services Data Breach Investigation

Strauss Borrelli PLLC, a leading data breach law firm, is investigating the Institute for Human Resources and Services, Inc. (“IHRS”) regarding its recent data breach. The IHRS data breach involved sensitive personal information and protected health information belonging to an undetermined number of individuals.

IHRS is a non-profit disability services and foster care/adoption organization based in Pennsylvania. Founded in 1975, IHRS provides residential and adoption services for individuals with intellectual and developmental disabilities, operating 25 community living arrangements and one community residential rehabilitation home.1,2 Additionally, IHRS assists individuals in becoming certified foster parents and operates a licensed foster care/adoptions and family services agency that services Luzerne, Lackawanna, and Monroe counties.1 Headquartered in Kingston, Pennsylvania, IHRS employs over 50 individuals.2

WHAT HAPPENED?

Recently, IHRS announced that it had experienced a data breach in which sensitive personal identifiable information and protected health information in its care may have been compromised. According to the breach notice, on or around August 14, 2025, IHRS was alerted to suspicious activity in its systems.1 As a result, IHRS launched an investigation to determine the nature of the incident.

Through its investigation, IHRS confirmed that sensitive personal information in its systems may have been accessed and/or acquired by an unauthorized third party between August 13 and August 14, 2025. As a result, IHRS began a review of the data to determine what information had been impacted as well as identify the specific individuals affected. While the information impacted varies depending on the individual, the type of information potentially exposed includes:

  • Name
  • Social Security number
  • Driver’s license number
  • Financial account information
  • Medical information
  • Health insurance information

 

On February 11, 2026, IHRS posted notice of the breach on its website. Additionally, IHRS began mailing data breach notification letters to impacted individuals. Based on the breach notice sent to Maine residents, IHRS is providing affected individuals with a list of the specific types of sensitive information impacted and complimentary credit monitoring services.
